Content Filtering
The content filtering system disables the display of a certain category websites on some or all computers in a CARNET member institution. Each page on the Internet is categorized with respect to the content it offers, and traffic is filtered by choosing categories that are not to be displayed. Pages are continually categorized, and new versions of the database are automatically checked every few hours. At the request of CARNET users specific page can also be manually approved or prohibited.

How to Become a User
Based on the Decision of the Ministry of Science and Education, all primary and high schools in Croatia that are connected to CARNET network are automatically included in the filtering system of the disadvantaged content.
The service is also available to other member organisations of CARNET network from the academic community. To join the content filtering system, you must complete the Request and certify it with the stamp of the institution. When completing a request, the responsible person decides which of the 78 offered categories shall be banned for display within their institution. After filling out the Request, send it to the CARNET Membership Service.

No, the ban on displaying unsuitable websites only applies to internet access from computers in primary and secondary schools and to those higher education institutions that requested inclusion in the system.

By the decision of the Ministry of Science and Education, web pages are filtered through the following 18 mandatory categories:

- Cheating and Plagiarism
- Child Abuse Content
- Dating
- Extreme
- Filter Avoidance
- Gambling
- Hacking
- Hate Speech
- Illegal Activities
- Illegal Downloads
- Illegal Drugs
- Lotteries
- Non-sexual Nudity

- Weapons
By filling in the Request for inclusion in the incidental content filtering system, additional categories can also be filtered. When completing a request, the responsible person decides which of the 78 offered categories shall be banned for display within his institution.
Only unencrypted network traffic over HTTP protocols and encrypted network traffic through HTTPS protocols shall be filtered. In filtering of encrypted network traffic, the system does not have the ability to read the content itself, so that its processing does not undermine the privacy of the user.
Any other traffic that does not pass through the HTTP and HTTPS protocols shall not be filtered: e-mails, P2P protocols, instant messengers, FTP, news messages, and more.
